Rent point counting is a system used to determine the maximum rent of a home in the Netherlands. The points system assesses various characteristics of the home. Think of the surface area, facilities and energy efficiency. These characteristics are translated into a total number of points. The higher the number of points, the higher the maximum rent may be. This system applies mainly to social housing. However, the rent point counting can also be relevant in the private sector, especially in borderline cases between social housing and private sector.

How does the points system for rental properties work?

The rent of a home is calculated based on the number of points the home achieves. This number of points is determined by various factors, such as the size of the home, the quality of facilities and energy efficiency. These factors are all recorded in the Housing Valuation System (WWS) .

The WWS assigns points to specific aspects of the home. For example:

  • Surface area
    The larger the living space, the more points.
  • Facilities
    Modern kitchens, bathrooms and energy-efficient solutions provide extra points.
  • Energy label
    Homes with a higher energy label receive more points because of the lower energy costs.

The number of rental points a property receives depends on several factors:

  • Living area
    Every square meter yields points.
  • Facilities
    Additional facilities such as a lift, a luxury kitchen or a modern bathroom will result in extra points.
  • Energy label
    Homes with an energy-efficient label (A or B) receive more points than homes with a lower energy label.
  • Outdoor space
    A garden or balcony can earn you extra points.

Private sector and social housing: where is the boundary?

The boundary between social housing and private sector housing is 144 points. Housing corporations and private landlords apply this system to determine whether a home still falls within the social sector or can be transferred to the private sector.
